
Sheriff W. R. (Rudy) Flores
Sheriff W. R. (Rudy) Flores started his Texas law enforcement career in 1982. He has served as a deputy sheriff, municipal police officer, and a Trooper, Sergeant, and Texas Ranger with the Texas Department of Public Safety. He holds a Bachelor of Science degree and is a graduate of the Leadership Command College at Sam Houston State University. He holds certifications as a Master Peace Officer, Instructor, Firearms Instructor and Special Investigator from the Texas Commission on Law Enforcement. As a Texas Ranger, Sheriff Flores was a founding member of the Crime Scene Investigation Working Group assigned to design, implement and instruct advanced investigation techniques for the Texas Rangers. As a Ranger he also served as a member of the Cold Case Review Team, a “think tank” administered by the Sheriff’s Association of Texas to assist in unsolved major crimes. Sheriff Flores has presented to many groups and organizations, and hundreds of peace officers, lecturing on crime scene investigation, criminal investigation, family violence, domestic homicide and sexual assault investigations. Retiring from the Texas Rangers in 2015, he continued to serve as a member of the Henderson County (TX) Sheriff’s Office Criminal Investigation Division. Sheriff Flores co-owns and operates TxFACT, LLC, a professional training and consulting consortium. In 2021, he assumed office as the elected Sheriff of Anderson County, Texas.
Chief Deputy (ret.) N. L. (Nick) Webb
Chief Nick Webb retired from the Anderson County Sheriff's Office in 2025 with over three decades of service as a municipal and county police officer. Nick holds an Associates of Science degree from Trinity Valley Community College and is a graduate of the 238th session of the FBI National Academy. He is licensed by the Texas Commission on Law Enforcement and holds certifications as a Master Peace Officer, Instructor and Firearms Instructor. Nick has been a Texas peace officer since 1990; having previously
served as an officer, narcotics agent and detective at the Athens (Texas) Police Department. Nick then served as a police officer, detective and Operations Division Commander at the Palestine Police Department before retiring in 2010. Shortly after retirement, Nick became an Investigator Sergeant at the Henderson County Sheriff's Office in Athens, Texas and moved to reserve status at the end of 2015. Nick returned to full-time service in 2021 when he was appointed Chief Deputy for the Anderson County Sheriff's Office. Nick is a crime scene specialist and has been accepted in state court as an expert witness in latent fingerprint examination, collision reconstruction, interview and interrogation, shooting reconstruction and bloodstain pattern analysis. Nick has taught criminal investigation, interview and interrogation, crime scene investigation, digital police photography and ultraviolet/infrared photography for police officers, academies, law enforcement agencies and universities across Texas and other states. He is currently owns and operates TxFACT LLC / Texas Forensic Associates, a training and consulting consortium. He continues to be in demand as an instructor, speaker and investigative consultant. Nick remains involved in law enforcement as a part-time investigator with the Anderson County (TX) Sheriff’s Office, Criminal Investigation Division.


Walter Henson
Walter Henson is a 26-year veteran of the Texas Department of Public Safety. Walter is the current Manager of the Fingerprint Processing Bureau. His previous positions included; Automated Fingerprint Identification (A.F.I.S.) Project Assistant, LiveScan Coordinator for the State of Texas, and Forensic Scientist in the Latent Print Section at the DPS Crime Laboratory in Austin, Texas. Walter holds an instructor certification from the Texas Commission on Law Enforcement and has taught classes throughout the State on the Development and Comparison of Latent Prints. Walter has conducted advanced training classes at the Texas DPS Academy and made presentations for the Texas Division of the International Association for Identification and the Texas Rangers. Walter has traveled extensively across the state, conducting training classes on AFIS and LiveScan. He has been accepted as an expert witness on fingerprint identification and comparison in State and Federal Court. Walter is the past president of the Texas Division of the International Association for Identification and has chaired several committees for the TDIAI. He is also a member of the AFIS-Internet Organization.
Stanley Burke
Stan Burke was an FBI agent for 23 years, serving as a field agent in the FBI’s Phoenix, Dallas and Albuquerque Divisions, and as a supervisor and chief at FBI Headquarters and the FBI Academy. While assigned to the FBI Academy, he taught investigative statement analysis; interviewing and interrogation; and law enforcement ethics, for which he was certified as a subject-matter expert. As a University of Virginia faculty member, he taught both graduate and undergraduate courses to law enforcement managers and investigators throughout the world.
In 2008, he was appointed unit chief of the FBI’s Law Enforcement Communication Resources Unit. Under his management, the LECRU joined forces with the FBI’s Behavioral Sciences Unit and founded the FBI’s Joint Communication Exploitation Research Team. Through his efforts, the JCERT analyzed statements submitted by law enforcement agencies worldwide and became an invaluable investigative resource. In 2010 he was awarded the prestigious FBI Director’s Award for these efforts. In 2010, he was given section chief responsibilities over the FBI’s Law Enforcement Programs Section and was responsible for the management of all aspects of the FBI’s national and international training programs. Stan retired from the FBI in 2011 and is currently the president of Precision Intelligence Consulting, www.precisionintelligenceconsulting.com, which provides investigative statement analysis services and instruction to clients throughout the world.


Sean Migues
Lieutenant Sean Migues is a law enforcement professional with well-over a decade of policing experience in a busy, urban agency and over 22 years of service in the public safety sector. Lt. Migues’ law enforcement experience includes assignments as a patrol officer, field training officer, patrol supervisor, crime scene unit supervisor, property room supervisor, instructor, and special services team member. His current assignment is as the Lieutenant in the Galveston Police Department
Administration Division. His previous assignment was to the Identification Division as the unit supervisor, where his duties includes forensic processing of crime scenes, managing and conducting crime scene investigations, and monitoring the quality and thoroughness of the division’s work product. Lt. Migues is an active member of the Galveston Police Department Marine Division and the Commander of the Special Response Group, which provides support for major events, holidays, and civil disturbances.
SERGEANT JEFFERY RACKLIFF
Sergeant Rackliff started his career at the Tyler (Texas) Police Department in 1991. Jeff has served as a Field Training Officer, Firearms and Rifle Instructor, patrol supervisor, crime scene investigator and as the supervisor of the Crime Scene Investigation Section. Jeff is a qualified latent print examiner, and has testified as an expert witness in State and Federal Courts. Sergeant Rackliff has specialized training in Crime Scene Management, Crime Scene Reconstruction, Fingerprint Classification, Automated Fingerprint Identification, Advanced Latent Friction Ridge Comparison, Advanced Palm Print Recognition and Identification, FBI Fingerprint Classification,
Police Photography, and Blood Stain Pattern Analysis. Jeff holds Master Peace Officer and Police Instructor certifications from the Texas Commission on Law Enforcement. His professional memberships include; International Association of Identification, Association of Crime Scene Reconstruction, and the Fraternal Order of Police.
